Democratic presidential candidate Joe Biden reacted to President Trump's three-phase plan to reopen the economy in an appearance at a CNN virtual town hall event. Biden told CNN hosts Anderson Cooper and Dr. Sanjay Gupta that Trump "punted" and "this thing isn't going to be over until we have a vaccine."
ANDERSON COOPER, CNN HOST: Looking at the president's new plan for reopening the country in phases, again, it's up to the states. What do you think of what you heard today from the White House?
FMR. VICE PRESIDENT JOE BIDEN, PRESUMPTIVE DEMOCRATIC PRESIDENTIAL NOMINEE: Well, I wouldn't call it a plan. I think what he's done, he's kind of punted. He's decided that he's not -- he doesn't have the right to make the call for the country, and he talks about phases that in a generic sense seem to me from all I've learned and listened and my morning brief from the docs I talked to is not irrational, but it doesn't give you any hard guideline. One of the things I think we keep coming back to and I spent the mornings talking to the docs you used to work with, Sanjay, in our last administration and other heads of other entities that it gets to testing, it's about testing and treatment.
