Acting Director of the White House Office of Management and Budget (OMB) Russell Vought told FOX News on Wednesday that his department will refuse to comply with subpoenas from the House Democrats' impeachment inquiry, saying: "We will continue to not participate in this process which is not designed to get to the truth."
