Speaking to a gathering of governors at the White House Monday morning, the president said that he has to wait to do tax cuts until healthcare reform is complete, because he needs to know how much that will cost.
"I have to tell you, it's an unbelievably complex subject," Trump said. "We have come up with a solution that's really, really good I think. Very good."
"Nobody knew that healthcare could be so complicated," he added. "Everybody is different, every state is different, and different requirements, but I think we have something that's going to really be excellent."
