Kerry to Governors Refusing To Take In Syrian Refugees: Don't Be "Hysterical"

Secretary of State John Kerry said governors who are refusing to take in Syrian refugees "shouldn't be rushing to judgment."

"We have a very capable ability," Kerry said of the vetting process. "I just think people shouldn't be hysterical here."
