Putin to Obama: ISIS is "Just As Clever As You," You Never Know Who Is Manipulating Who

The president of Russia says that the Islamic State "did not just come from nowhere," but it "was originally forged as a tool against undesirable secular regimes" like those of Bashar al-Assad.

Putin says it is "irresponsible to manipulate extremist groups in order to achieve political goals in the hope of later dealing with them, in other words liquidating them."

"I would like to say, dear sirs, no doubt you are dealing with rough and cruel people, but they are in no way primitive or silly. They are just as clever as you are and you never know who is manipulating whom. The recent data on arms transfers... is the best proof of it."

VLADIMIR PUTIN: The Islamic State itself did not just come from nowhere. It was originally forged as a tool against undesirable secular regimes. Having established a foothold in Iraq and Syria, the Islamic State has become actively exporting to other regions. It is seeking dominance in the Islamic world. Not only there. Its plans go further than that. The situation is more than dangerous. In the circumstances, it is hypercritical and irresponsible to make loud declarations about the threat of international terrorism while turning a blind eye to the support of terrorists, including the proceeds of drug trafficking and the illicit trade in arms. It would be equally irresponsible to manipulate extremist groups in order to achieve political goals in the hope of later dealing with them, in other words liquidating them.

To those who do so, I would like to say, dear sirs, no doubt you are dealing with rough and cruel people, but they are in no way primitive or silly.

They are just as clever as you are and you never know who is manipulating whom.


The recent data on arms transfers and to this most moderate position is the best proof of it. -- arms transfer to the most moderate positions is the best proof of that. This may result in the global terrorist threat increasing dramatically and engulfing you regions. Especially given that the Islamic State has trained militants from many countries, including the European countries. Unfortunately, dear colleagues, to put it frankly, Russia is not an exception.

We cannot allow the criminals who have already tasted blood to come back home and continue their actions. Nobody wants this to happen. Russia has always been consistently fighting against terrorism in all its forms. Today we provide military and text or call assistance -- tactical assistance for Iraq and Syria. We think it is an enormous mistake to refuse to co-operate with the Syrian government and its Armed Forces, while valiantly fighting terrorism face-to-face. We should acknowledge that no-one but President Assad's Armed Forces and the Kurdish militia are truly fighting the Islamic State and other terrorist organisations in Syria.
