Chris Hayes: Ebola Quarantine For Soldiers OK, "They're Not Private Citizens"


CHRIS HAYES, MSNBC: So let's talk about the Army quarantine. Because a lot of people in our editorial room are saying well, the army is doing it. So what's your response to that?

ARTHUR CAPLAN, BIOETHICS PROFESSOR: I think the army quarantines by habit. So, all that's going on there is they say, go back to your base, stay on the base, here's the gym, you're here. So I think the army is just a group that kind of lives under quarantine.

HAYES: And the other thing is, soldiers are told what to do all of the time. They're not private citizens.

CAPLAN: They have no civil liberties that way.
