BRIT HUME: This is a big deal. It's at a critical moment in the Senate. They've developed, as you heard earlier from Lindsey Graham and Sen. Lee, this enormous bill that's basically a substitute 1,200-page amendment that would add all these enforcement measures. It doesn't exactly add to the measurement of the effectiveness of those measures, but it does beef up border security in a multitude of ways, and that is an attempt to get the thing through the Senate so that they'll have something to go to conference with the House if the House ever passes anything later. It's impossible to believe that this 1,200-page amendment is good legislation. It is basically throwing money at the problem.
