On July 11, a man in a bathroom in Veterans Memorial Park in Titusville, Fla., allegedly asks another man if he can fellate him -- and offers to pay $20 for the privilege. The man receiving this offer is an undercover cop. The man making it, according to court testimony, is a Republican state legislator representing Merritt Island.

Bob Allen claims to authorities that he was afraid of being robbed “by a stocky black man” and went along with the officer for that reason. The prosecutor doesn’t buy it and Allen never testifies at trial, where a jury convicts him. “This conviction makes it impossible for Rep. Allen to represent responsibly the citizens of his district,” says then-Florida House Speaker Marco Rubio, effectively ending Allen’s political career.
