Santorum Speech Will Promote Hawkish Foreign Policy

As he continues to lay the groundwork for a potential second presidential bid, former Pennsylvania Sen. Rick Santorum will deliver a foreign policy address at Northwestern University on Wednesday, RealClearPolitics has learned.

The speech will outline Santorum’s perspective on what he calls “the mounting conflict between the Western civilized world and radical Islamists” and is part of his continuing effort to push back aggressively against the Republican Party’s noninterventionist faction. 

Coming on the heels of a previous foreign policy address at Liberty University earlier this month, Santorum’s speech will also seek to boost his profile in advance of a possible presidential run, making the case that he has the most extensive foreign experience of anyone in the GOP field. 

After finishing second to Mitt Romney in the 2012 Republican primaries, Santorum has been combating the perception that his appeal is confined largely to evangelicals and social conservatives. In doing so, he has sought to trumpet his bona fides on economic issues and foreign affairs.

The former two-term senator served for eight years on the Senate Armed Services Committee and was an author of the Syria Accountability Act of 2003 and the Iran Freedom Act of 2005.  

Since leaving the Senate in 2007, Santorum has continued to promote a muscular foreign policy and has accused Kentucky Sen. Rand Paul of promoting “neo-isolationism” and “appeasement” on the international stage.  

Santorum has indicated that he will decide next spring whether to launch a second presidential campaign.
