Poll: Elections Seen as Best Way to Block Obama

Amid calls for impeachment and promises of a lawsuit against President Obama's executive actions, more than half of likely voters believe electing an opposition Congress is the best way for opponents to halt or change Obama's policies, according to a Rasmussen Reports poll.

The survey found that 55 percent believe congressional elections are the most effective way to challenge the president, while only 15 percent believe impeachment is the better way to go. Even fewer -- 12 percent -- say the most effective route is to file a lawsuit, which Speaker John Boehner has pledged to do.

While impeaching and removing President Obama from office has some support at 32 percent, a majority of voters -- 52 percent -- believe such action would be bad for the country.  What’s more, 56 percent say seeking impeachment would be bad for the Republican Party.

The views surrounding impeachment are largely split on party lines. Nearly six in 10 Republicans believe the president should be formally accused of unlawful activity, while nine in 10 Democrats disagree. A slight majority of unaffiliated voters also disagree with the GOP.

The parties, however, appear to be in agreement about electing an opposition Congress as the best way to challenge the president’s policies. Fifty-two percent of Republicans and 53 percent of Democrats share this view, along with 60 percent of unaffiliated voters.

The GOP may find itself able to respond to the president with an opposition Congress after the 2014 elections, as more than half of voters believe a Republican takeover of the Senate is likely, according to the poll.

The national survey of 1,000 likely voters was conducted July 11-12 with a margin of error of plus or minus three percentage points.
