Rick Santorum Slams Opposition To Foreign Aid

Presidential candidate Rick Santorum (R-PA) says those who want to "zero" out foreign aid don't understand the importance of the practice. Santorum says the argument over foreign aid at Saturday night's CBS debate was a "lowlight."

Santorum argues foreign aid money is mostly spent in the U.S. and barely any of it actually goes to the country in cash payments.
