Cardin: "No Relationship Between Debt Ceiling And Spending"
"Now, let me tell you, there is no relationship between a debt ceiling and spending. The debt ceiling represents funds that have already been committed, that we have an obligation to pay. And we all understand what would happen if we violated the debt ceiling," Maryland Senator Ben Cardin (D) said on the Senate floor on Sunday.
