Gibbs Gets Testy With Reporters Over Controversial Recess Appointment Of Berwick
White House press secretary Robert Gibbs defends the recess appointment of Donald Berwick to head Medicare and Medicaid services.
Gibbs argues since hearings on Berwick's confirmation were continually blocked, the White House had no choice but to appoint him during a Congressional recess.
Gibbs calls Berwick "amply qualified" to head Medicare and Medicaid services.
Gibbs was then asked if he was "qualified" why not wait until a hearing to confirm him.
