WH Energy Adviser Browner On Oil Spill: "We've Always Been In Charge"
White House Energy Adviser Carol Browner firmly stated the government is in charge of the oil leak. When asked if the White House has the power of "the veto" she said yes. Browner says BP will pay a per day, per barrel penalty for the oil leak.
