Obama On Terror Plot: "The Buck Stops With Me"
President Obama says the intelligence community did not aggressively investigate terror plots. Obama says the information was scattered among the system and the Christmas Day plot was a failure to collect and understand that. Obama says this was a systemic failure and not an individual failure. Obama says he is not interested in laying out blame.
