Clyburn Announces Health Care Surcharge For Rich
Rep. James Clyburn says couples who make more than a million dollars a year and individuals that make more than $500,000 a year will pay a surcharge for health care. He says there will be a "small increase" in their income taxes that will "take them back a ways."
