Rep. Phil English (R) received his lowest winning percentage in 2006 since his first re-election 10 years earlier. He had previously never won less than 60% of the vote. This Erie-based district could flip if voter registration increases in the more Democratic-leaning Erie County. English's opponent, Kathy Dahlkemper (D), is a political neophyte and small-business owner, and appears to be giving English a run for his money. The NRCC is running ads here, so Dahlkemper will need cash to stay competitive.
