Melanie Sloan, of Citizens for Responsibility and Ethics in Washington, said the ethics committee's recent actions prove Democratic leaders who pledged to clean up Washington by passing ethics rules "never meant it." "We are now seeing the gap between the public show and the reality," she said. The recent cases highlight the growing fissure between the independent Office of Congressional Ethics (OCE) and the long-standing House ethics panel controlled by members of Congress. The independent arm, which vets complaints before sending them to the ethics committee for action, was established after the House passed ethics rules in 2007 to clean up what House Speaker Nancy Pelosi dubbed the "culture of corruption."
